Have They Ever Even Read The Constitution?

How do we break the news to Lord Obama and Slow Joe B. that the states are not subservient to the federal government? Seems kinda basic, but apparently our Dear Leader never learned this or he wouldn't put VP Biden in charge of overseeing Governors.
